Defense tech startups do not win cleared engineers by outbidding the primes or by sponsoring clearances faster. They win by hiring from the small pool of people whose eligibility is already active, moving in weeks instead of quarters, and offering something the primes structurally cannot: real ownership and a short line between the work and the outcome. If you are a founder trying to make your first cleared hire, the entire game is deciding whether you are recruiting from the already-cleared pool or paying for a nine-month wait, and most companies make that decision by accident.

Cleared work is the newest part of my practice and the part I am proudest of. I come from a family full of veterans, and helping people who served find their next chapter has become something I genuinely care about. It has also given me a close view of what happens when a well-funded startup discovers that the engineer they want is one of a few thousand people in the country who can legally do the job. That moment is where most defense tech searches either get serious or get stuck.

Why did cleared engineering hiring get so much harder?

The money arrived faster than the talent pool could grow, and the talent pool is capped by a government process that no amount of funding can accelerate.

The funding side is genuinely extraordinary. Crunchbase reported that more than 14.6 billion dollars went into defense tech startups in the first five months of 2026 alone, surpassing the full-year record of 9.6 billion dollars set in 2025. For scale, the sector took in 1.6 billion dollars in all of 2020. A handful of megarounds drove much of it, including Anduril’s 5 billion dollar Series H at a 30.5 billion dollar valuation, Shield AI’s 2 billion dollar Series G, and Saronic’s 1.75 billion dollar Series D.

The talent side did not move at all. Clearance eligibility is granted by the government on the government’s timeline, and it is not responsive to a funding round. ClearanceJobs reported that in the first quarter of fiscal year 2026, the fastest 90 percent of industry cases averaged 156 days for Secret and 227 days for Top Secret. The slower ten percent run longer.

So you have a sector with roughly nine times the capital it had five years ago competing for a candidate pool that is essentially fixed in the short run. That is the whole story. Everything else is tactics.

The demand shows up in the postings. One analysis of defense tech hiring found that defense and space manufacturing startups post an average of 5.2 unique open roles per company compared to 3.5 for software startups, roughly 50 percent more hiring intensity per company, with embedded firmware roles taking an average of 102 days to fill and most postings sitting open for months.

It is not just startups feeling it. NDIA’s Vital Signs 2026 assessment of the defense industrial base, drawing on a record 1,646 respondents, found that 51 percent of government respondents named identifying, recruiting, and retaining talent among the most pressing issues they face, and 41 percent cited difficulty expanding the technical workforce as a barrier to surging production. The people you are trying to hire are being pursued by everyone at once.

Who are you actually competing with?

Not who you think. Most founders assume their competition is Lockheed and Raytheon. It is usually the scaled defense tech companies, and they compete on a completely different axis.

The compensation gap between the primes and scaled defense tech is not subtle. Public compensation data has put Anduril’s median software engineering total compensation around 268,000 dollars, against roughly 123,000 dollars at Boeing and 125,000 dollars at Northrop Grumman. If you are a seed or Series A company, you cannot win that comparison on cash, and you should stop trying.

What you can win on is the two rows the big companies cannot fake: equity that could actually matter, and the absence of bureaucracy. An engineer at a prime may wait months for the approval to change a build configuration. At your company they ship on Thursday. For a certain kind of person, and it is exactly the kind of person you want, that is worth more than the delta in base salary.

Where is the cleared engineering pool, and how big is it really?

The pool of people who can legally start work on a classified program tomorrow is far smaller than the headline clearance numbers suggest, and understanding why saves you months.

The most recent public figures from ODNI’s reporting on clearance determinations put the total number of people eligible for access to classified information at somewhere over four million. That number is misleading for your purposes, for three reasons. Most of those people hold Confidential or Secret, not the Top Secret or TS/SCI your program may require. Most of them are not software or hardware engineers. And most of them are not looking.

Filter down to cleared engineers with the specific technical skills a defense tech startup needs, embedded firmware, computer vision, autonomy, systems architecture, and you are recruiting from a population measured in thousands, not millions. That population concentrates in a small number of places: the primes, the federally funded research and development centers like MIT Lincoln Laboratory and Johns Hopkins APL, the service academies, and the transitioning military.

The fourth branch is the one founders underuse. Roughly 200,000 service members leave the military every year, many with active eligibility and real technical training, and the DoD SkillBridge program lets you work with them for up to 180 days before they even separate. Should you sponsor a clearance or hire someone already cleared?

Sponsor only when you have a specific reason to wait, and be honest with yourself about whether you do.

The math is not complicated. Hiring an already-cleared engineer means you are competing in a tiny, expensive market but the person starts in weeks. Sponsoring means you can recruit from the entire engineering population but you are paying salary against a start date that could be five months out for Secret and closer to a year for Top Secret, with no guarantee of the outcome. You also need to already hold a facility clearance and have a contract that justifies the sponsorship, which many early-stage companies do not.

For a seed or Series A company with a program that needs to move now, sponsoring is usually the wrong answer for your first two or three cleared hires and the right answer once you have a stable program and can afford to build a bench. The companies that get this wrong tend to get it wrong in the same direction: they decide to sponsor because the already-cleared candidates were expensive, then discover eight months later that the role is still empty and the program slipped.

One thing that has genuinely improved the already-cleared path is continuous vetting. Because a cleared person’s status is now monitored continuously rather than reviewed every five to ten years, moving someone between cleared employers carries less friction than it used to. It is still not automatic and you should never promise a start date on an assumption, but the mechanics are better. What do defense tech startups get wrong in cleared searches?

Four mistakes account for most of the stalled searches I see, and all four are self-inflicted.

Writing the req for a unicorn. A posting that asks for TS/SCI with polygraph, ten years of embedded firmware, production computer vision, and startup experience is describing perhaps a few dozen people in the United States, most of whom are happily employed. Every requirement you add multiplies against a pool that is already small. Decide which single constraint is genuinely non-negotiable and treat the rest as preferences.

Running a six-stage interview loop. Cleared engineers are being contacted constantly. If your process takes five weeks, you will lose to the company whose process takes one. The advice I give every founder applies double here: nothing needs to be more than four steps. Treating the clearance as the qualification. A clearance means the government trusts the person. It says nothing about whether they can write good firmware. I have watched companies hire on eligibility alone and end up with someone who cleared the security bar and missed the engineering one entirely.

Assuming the candidate will come to you. Strong cleared engineers do not browse job boards. They are not on the market, they are not applying, and they will not find your posting. This is a sourcing problem, not a posting problem, and it is the same dynamic behind why strong engineers do not apply to your roles.

What about cleared technical leadership?

Leadership searches in defense tech are almost always confidential, and that changes how they have to run.

When you are hiring a VP of Engineering or a technical founder-adjacent leader for a defense program, the candidate pool is even smaller than the engineering pool, and nearly everyone in it is currently employed somewhere visible. A cleared engineering leader at a prime or at a competitor cannot have it become known that they are talking to you. If it does, they lose standing on their current program, and sometimes their access. That is a much higher personal cost than a normal executive search carries.

The practical consequence is that you cannot post the role, you cannot run it through your network loudly, and you often cannot tell candidates who you are until several conversations in. It has to be run quietly by someone who can make an approach on your behalf without your name attached. What actually wins a cleared candidate?

Speed, honesty, and the mission, in that order.

Speed. You will not be the highest bidder. You can be the fastest, and speed is a signal candidates read as seriousness. When I run a cleared search, my average time to fill sits at 21 days and the right hire usually shows up in the first three submissions. That is not because I have a magic list. It is because the process does not stall between steps.

Honesty about the runway. Cleared engineers, especially ones leaving stable prime jobs, are taking real career risk. Tell them what the contract pipeline actually looks like, how long the funding lasts, and what happens if the program does not get renewed. Founders think this loses candidates. In my experience it wins the serious ones and filters out the people who would have left in year one anyway.

The mission, stated plainly. This is the one advantage you have that no prime can copy. The engineer can see the thing they built get used. They are not one of four hundred people on a program office org chart. Say that clearly rather than burying it under generic startup language about impact.

An offer that does not create problems. Close any gap between the candidate’s last paycheck and your first. Cover relocation properly. Financial stress is the most common trigger for a continuous vetting alert, and you do not want your own offer structure to be the cause of one.

The bottom line

Defense tech has more capital chasing cleared engineers than at any point in the sector’s history, and the supply of those engineers is set by a process that does not care how much money you raised. That means the advantage goes to the companies that are precise about which constraint actually matters, that recruit from the already-cleared pool rather than waiting on sponsorship, that move in days rather than weeks, and that are honest about the risk they are asking someone to take.

The founders who struggle are usually not underfunded or unappealing. They are running a generalist hiring process against a specialist pool, and losing the few candidates who fit to companies that simply answered faster.
